Hi Tom: You're so right. The data-driven software used by political parties now to carve up neighborhoods achieves a house-by-house precision. It's that application of knowledge to place I mentioned, but much more powerful than in previous generations of gerrymandering.
As a side note, what did you think of the idea of choosing representatives based on a national lottery? One of my first thoughts when I came across that was that anyone who signs up for the lottery has to take a few civics classes first...
